THE PANEL RESOLVED

 

 

A.                  The Ku-ring-gai Local Planning Panel, as the consent authority, defers the consideration of this matter to allow the applicant the opportunity to submit the following information for further assessment by Council:

 

a)        Detailed driveway design on proposed Lot 2 to the common boundary of proposed Lot 1, to demonstrate that access to proposed Lot 1 can satisfactorily be provided from Bobbin Head Road.

 

At a minimum, this should include driveway location on proposed Lot 2 to the common boundary of proposed Lot 1, driveway longitudinal section and cross-sections demonstrating compliance with Australian Standards 2890.1-2004 “Off street car parking”, and an updated report by the project arborist on the driveway design with any potential tree impacts outlined.

 

Sufficient details are to be provided demonstrating the new driveway’s connection to the crossover at the front boundary of proposed Lot 2 via the existing driveway, including details of any proposed design modifications to the existing driveway/crossover to facilitate shared access to the proposed new lots in compliance with relevant Australian Standards.

 

b)        Updated concept plan showing indicative building footprint, driveway and manoeuvring area on Lot 1, including opportunity for vehicles to access the site and egress in a forward direction to and from the driveway design over the ‘right of way’ on proposed Lot 2, as detailed above in (a). The indicative concept must consider Council’s recommended 5m wide proposed ‘restriction as to user’ across the frontage of proposed Lot 1 and identify indicative location/s for a pedestrian path/access through this restricted area to the front boundary and Bobbin Head Road beyond.

 

 

The above information is to be submitted to Council for further assessment by close of business 15 January 2023.

 

 

B.                  A supplementary assessment report addressing the above additional plans and information is to be provided to the Panel for its further consideration of this matter ahead of the next meeting. The Panel is scheduled to reconvene by 29 February 2024 by electronic meeting to determine this application.

 

 

 

 

C.                  Date of the decision: 11 December 2023
