To consider a request from Greengate Hotel to partially close a section of Greengate Road at Pacific Highway and to implement traffic control measures on Pacific Highway on Christmas Eve 2013.

 

Recommendation:

 

That Council approve the temporary partial closure of Greengate Road at Pacific Highway on Christmas Eve 2013, subject to Greengate Hotel observing the conditions set out in this report.

purpose of report:

Advice on matters considered under Delegated Authority.

 

 

 

background:

On 22 November 2007, Ku-ring-gai Traffic Committee noted that the sub-delegation given by Council to the Director Technical Services had not been transferred to Director Operations following Council’s restructure in 2007.  On 4 December 2007, Council adopted the transfer of delegations for approval of certain traffic facilities from Director Technical Services to Director Operations.

 

 

comments:

The process of approving certain traffic facilities under delegated authority has been in practice since 1996.  This process requires input from Committee members before a facility can be approved.  Details of the approved facilities and subsequent actions are reported to the
Ku-ring-gai Traffic Committee every month.

That Council approve the Fifties Fair at Rose Seidler House in Wahroonga on Sunday
25 August 2013 and the temporary road closures in Bunyana Avenue, Cherrywood Avenue and Clissold Road between 8am and 6pm on that day, subject to:

 

A.  The Roads & Maritime Services (RMS) approving the Traffic Management Plan submitted by the Who Dares Pty Ltd for the 2013 Fifties Fair at Rose Seidler House in Wahroonga.

 

B.  The Historic Houses Trust of NSW implementing the RMS-approved Traffic Management Plan and Traffic Control Plan to alleviate traffic congestion during the event, and to address the traffic impacts that may result from the proposed traffic management in the area.

 

C.  The proposed road closures being advertised by Council as required by Section 116 of the Roads Act 1993.

 

D.  That temporary ‘No Parking’ restrictions be imposed on both sides of Burns Road between Trentino Road and Westbrook Avenue, as shown on the Traffic Control Plan – refer to Plan No. Clissold/TDA/54/13.

 

E.  Residents in the affected area being informed by a letter, via letterbox drop, undertaken by The Historic Houses Trust of NSW, of Council’s decision.

 

F.  The Local Area Command Kuring-gai be requested to patrol the area and monitor traffic conditions during the event.

 

G.  The organiser supplying 20 million dollars Public Liability Insurance cover, naming Ku-ring-gai Council as principal.  They shall also list Roads and Maritime Services as an interested party.

 

H.  A Regulatory Officer visiting the site throughout the day to ensure Council’s conditions of approval are being observed.

 

I.   That Ms Claire Wilmott of The Historic Houses Trust of NSW responds in writing to Council by 9 August 2013, confirming its acceptance of Council’s decision for conducting the Fifties Fair at Rose Seidler House in Clissold Road, Wahroonga.

Scheduling meeting dates in advance assists both internal and external stakeholders.  As the majority of matters are now considered by delegation, with Ward Councillor input, fewer matters need to be referred to full meetings.  As in 2013, some meetings may therefore be altered.  Advance notice will be provided to all parties if meetings are postponed or cancelled.

Purpose of Report

To consider a concept plan for the implementation of ‘Killara 2’ and part of ‘Killara 1’ cycleways.  

 

 

Background

 

In December 2012, Ku-ring-gai Council adopted the ‘Ku-ring-gai Bicycle Plan’, which focused on reviewing the existing and proposed bicycle network, with the aim of extending the existing network of bicycle facilities.

 

The proposed facility is the route known as ‘Killara 2’ and a short section of the ‘Killara 1’ in the bicycle plan. Broadly, this facility continues a northward route from the ‘Lindfield 1’ and ‘Roseville 2’cycleway (currently under construction). The Killara 2 and the short section of Killara 1 cycleway connects Springdale Road Killara with Rosedale Road Gordon, utilising relatively low traffic volume local roads.

 

This would be the continuation of an alternative north-south route to Pacific Highway and other higher volume local roads, and would provide a strategic connection between Gordon/St Ives and Chatswood, and further south to North Sydney and the City. See Attachment 1 for an overview of the route.

 

While the Ku-ring-gai Bicycle Plan has been adopted by Council, formal approval is being sought for the traffic facilities (e.g. bicycle stencils on road, warning and guide signage etc) that support the implementation of the cycleway.

 

Comments

 

An on-road/mixed traffic facility is proposed over most of the route, where bicycles share the road space with vehicles. Riders use these roads as normal vehicles would, and will generally track the centre of the lane, so clearance to parked car doors is not as critical an issue as with bicycle shoulder lanes. Bicycle pavement logos, warning signs and route guidance signs communicate the presence of bicycles on this route to motorists. Attachment 2 shows the proposed location of the bicycle logos, warning signs and route directional signage.

 

On street parking is generally unaffected by the proposal, as cyclists would use these roads as normal vehicles would, and will generally track the centre of the lane.

 

Minor modifications to the centre line markings in Wattle Street are proposed, to allow more width for vehicles and cyclists as the travel uphill (easterly) towards Rosebery Road. This is shown in Attachment 3.

 

 

Risk Management

 

The proposed cycle route utilises relatively low traffic volume local roads, where an on-road/mixed traffic facility is an acceptable form of facility, and would form alternative north-south route to Pacific Highway and other higher volume local roads.

 

Financial Considerations

 

The estimated cost of the project is $37,000 and, includes allowance for traffic control.

 

Council has been successful in attracting $13,000 of Roads and Maritime Services grant funding towards this project . This funding is available during the 2013/2014 financial year. The balance is available in the sustainable transport component of the extension to the Environmental Levy.

 

Community Consultation

 

As the proposed cycleway generally has minimal impacts on residents, no formal direct consultation was undertaken with residents along the route.

 

A representative from Bike North has been involved in the development of the route.

 

Internal Consultation

 

Consultation regarding the proposal has been undertaken with Operations staff.

EXECUTIVE SUMMARY

 

purpose of report:

To consider a request from Greengate Hotel to partially close a section of Greengate Road at Pacific Highway and to implement traffic control measures on Pacific Highway on Christmas Eve 2013.

 

 

 

background:

Greengate Hotel has been hosting Christmas Eve celebrations for decades.  In 2006, it implemented traffic control measures with Police Services’ assistance and approval.  Council and the RTA approved the traffic control arrangements proposed for Christmas Eve 2007, and they requested that the event organisers should refer future road closures or traffic control arrangements for Christmas Eve celebrations to Council for approval.

For the Christmas Eve 2013 celebrations, the hotel submitted a Traffic Management Plan and sought Council/RMS approval to partially close a section of Greengate Road temporarily and to reduce travel lanes on Pacific Highway in the hotel vicinity.

 

 

comments:

The Traffic Management Plan submitted by Greengate Hotel to partially close a section of Greengate Road has been referred to RMS for its approval.  RMS has approved the Traffic Management Plan subject to receiving the relevant Road Occupancy Licence and speed reduction approval from Transport for NSW Traffic Management Centre.  These approvals are still outstanding and Greengate Hotel must provide them prior to the event.

Purpose of Report

To consider a request from Greengate Hotel to partially close a section of Greengate Road at Pacific Highway and to implement traffic control measures on Pacific Highway on Christmas Eve 2013.

 

 

 

Background

 

The Licensee of Greengate Hotel in Killara, Mr Sean Byrne, has sought Council’s approval to implement various traffic control measures on Pacific Highway and in the short section of Greengate Road on Christmas Eve 2013.  The purpose of the proposed traffic management in the hotel vicinity is to ensure safety of the patrons and staff members on that day.  The following traffic management measures have been proposed by the hotel:

 

1.         Partial closure of Greengate Road

(Between Pacific Highway and the eastern end of hotel)

a.   Eastbound lane will be closed from 3.00pm on 24 December to 1.00am on 25 December 2013.

b.   Westbound vehicles approaching Pacific Highway will be controlled by traffic controllers from 9.00pm on 24 December to 1.00am on 25 December 2013.

c.   Police assistance will commence at 9.00pm on 24 December 2013 for a period of four hours.

 

2.         Lane closure on Pacific Highway

a.   One southbound lane (kerbside) for a length of 120m will be closed from 9.00pm on 24 December – leaving two southbound lanes for traffic.

b.   Two out of three travel lanes on both directions in the Greengate Hotel vicinity will be closed from 11.00pm on 24 December 2013 for 2 hours.

c.   Speed limit on Pacific Highway (southbound) between Bruce Avenue and Powell Street will be reduced to 40km/h effective from 8.00pm on 24 December 2013 to 1.00am on 25 December 2013.

d.   Speed limit on Pacific Highway (northbound) between Bruce Avenue and Powell Street will be reduced to 40 km/h effective from 10:00pm on 24 December 2013 to 1:00am on 25 December 2013.

e.   Lane closure will be in the vicinity of Greengate Hotel (approximately 200m).

 

Greengate Hotel has been hosting Christmas Eve functions in previous years.  Due to the level of patronage at the hotel on Christmas Eve, Council and local Police requested the organisers in 2007 to provide suitable traffic control arrangements in the hotel vicinity to ensure safety of the patrons and staff members on that day.  As a result, the organisers submitted a Traffic Management Plan for previous events, which were approved by Council and the RTA’s Traffic Management Centre. Similar traffic control arrangements implemented in Greengate Road for the Christmas Eve 2012 are now proposed for the Christmas Eve 2013, and the event organiser is seeking Council’s approval for the proposed traffic control arrangements in Greengate Road on that day.

 

 

 

Comments

 

Greengate Hotel has submitted the following documents in support of its application for lane reductions on Pacific Highway and temporary closure of Greengate Road on 24 December 2013:

 

1.         Traffic Management Plan prepared in the RMS format.

2.         Traffic Control Plan prepared by AAA Traffic Control.

 

On Christmas Eve, the hotel entry will be reduced to two entrances from 3.00pm, one from Pacific Highway and the other from Greengate Road.  A team of four security officers will be placed on duty at all main entry/exit points.

 

The hotel has engaged AAA Traffic Control to implement the proposed traffic control measures in the hotel vicinity with the assistance from the Police Services.  AAA Traffic Control will close the eastbound section of Greengate Road between Pacific Highway and the eastern end of the hotel from 3.00pm on that day.  Vehicles travelling in the westerly direction towards Pacific Highway will be controlled by traffic controllers between 9.00pm on 24 December to 1.00am on 25 December 2013.  AAA Traffic Control will start closing the kerbside southbound lane on Pacific Highway from 9.00pm on Christmas Eve to 1.00am on 25 December 2013.  Speed limit on Pacific Highway is proposed to be reduced from 60km/h to 40km/h in the vicinity of Greengate Hotel – southbound direction from 8pm and northbound direction from 10pm.

 

The Traffic Management Plan (TMP) submitted by the applicant for the partial closure of Greengate Road was forwarded to the Roads and Maritime Services and the Authority has concurred to the TMP, subject to the following conditions:

 

·    Transport for NSW TMC approval is granted for any relevant Road Occupancy and speed reductions;

·    Emergency vehicle access to be provided at all times;

·    Traffic Control Plans approved by RMS are to be implemented;

·    No portable VMS are to be utilised for detour information for this event;

·    Barricades and signs to be provided in accordance with Australian Standards;

·    Provision of RMS accredited traffic controllers;

·    Appropriate advance signs to warn drivers about the road closure; and,

·    All covered speed signage to be returned to normal at the end of the event.

 

Transport for NSW Traffic Management Centre (TMC) is yet to issue Road Occupancy Licences for reducing the speed limit on Pacific Highway and to implement lane reduction on the Highway in the Greengate Hotel vicinity during Christmas Eve.  TMC approved traffic control arrangement on Pacific Highway Road is shown in Attachment 1.  Proposed detour arrangement on Council roads and positions of VMS on Pacific Highway are shown in Attachment 2.  TMP concurrence granted by the Roads and Maritime Service is shown in Attachment 3.

 

 

Financial Considerations

 

Greengate Hotel has paid Council’s fee of $1,600 for advertising and processing the Traffic Management Plan/Road Closure Application.

 

Community Consultation

 

The temporary partial closure of a section of Greengate Road and approved traffic control arrangements on Pacific Highway will be advertised in the local newspaper on 13 December 2013, as required by Section 116 of the Roads Act.  Greengate Hotel will inform the affected residents in the area of the proposed road closure of Greengate Road and other detour arrangements in the area on Christmas Eve 2013, by letterbox drop.

 

 

Internal Consultation

 

None undertaken in the preparations of this report.

 

 

Summary

 

The Greengate Hotel has sought Council/RMS approval to implement traffic control arrangements on Greengate Road from Tuesday, 24 December to Wednesday, 25 December 2013.  Traffic control arrangements implemented for the past Christmas Eve events were successful in providing safety to the patrons and staff members.  The proposed traffic control arrangement requires the temporary partial closure of Greengate Road between Pacific Highway and the eastern end of the hotel, and reduction of travel lanes in Pacific Highway for approximately 200m on the hotel frontage.  RMS’ TMC is yet to issue ROLs for reducing travel lanes and limiting speed limit to 40 km/h on Pacific Highway on the Christmas Eve.  The Roads and Maritime Services have approved the Traffic Management Plan submitted by Greengate Hotel.

 

 

 

Recommendation:

 

That Council approve the temporary partial closure of Greengate Road between Pacific Highway and the eastern end of Greengate Hotel on Tuesday, 24 December 2013, subject to:

 

A.      Transport for NSW TMC granting approval for the closure of travel lanes and reduction of speed limit on Pacific Highway in the vicinity of Greengate Hotel for Christmas Eve 2013.

 

B.      The Greengate Hotel fully implementing the Roads and Maritime Services’ approved Traffic Management Plan to ensure safety of the patrons and to address the traffic impacts that may result from the proposed road closure.

 

C.      The eastbound section of Greengate Road between Pacific Highway and the eastern end of Greengate Hotel be closed from 3.00pm on 24 December to 1.00am on 25 December 2013, while the westbound traffic on Greengate Road will be controlled by traffic controllers from 9.00pm on 24 December and 1.00am 25 December 2013.

 

D.      The travel lanes on Pacific Highway be reduced and speed be limited to 40 km/h in the vicinity of Greengate Hotel from 8:00pm on Tuesday, 24 December to 1.00am on Wednesday, 25 December 2013.

 

E.      The closure being advertised by Council as required by Section 116 of the Roads Act 1993 and no substantial objection to the proposal which cannot be addressed, being received by the closing date of the advertising.

 

F.      The Applicant to inform the affected residents of the proposed road closure of Greengate Road and other detour arrangements in the area on Christmas Eve 2013.

 

G.      The Applicant providing and maintaining all necessary signs, barricades and all other safety equipment at its expense to properly effect the changed traffic conditions.

 

H.      The Applicant placing appropriate advance warning signs on Pacific Highway to warn motorists about the closure of travel lanes on Pacific Highway.

 

I.        The Applicant engaging RMS-accredited traffic controllers to monitor the road closure at all times and to provide vehicular access for emergency vehicles and residents if such access is required.

background:

In General Discussion at its meeting of 27 June 2013, the Ku-ring-gai Traffic  Committee considered a late item regarding traffic speeds in Park Avenue. Traffic count data indicated east bound 85 percentile speeds of 69 km/h.  The Committee noted that the current ranking of Park Avenue, for traffic management is not high and requested Council staff to investigate line marking options for both Park Avenue and Earl Street.

 

 

comments:

The recorded collision history is discussed for both roads.  Road pavement widths allow line marking of parking lanes in Park Avenue and part of Earl Street. The proposal is attached to the report.

 

 

recommendation:

That the attached line marking proposal be approved, that increased Police presence be requested and that traffic speeds and road safety in Park Avenue be monitored.

 

 

 

 


  

Purpose of Report

To consider traffic conditions in Park Avenue and Earl Street, Roseville. 

 

 

Background

 

Mr Ioia of Park Avenue, Roseville, has written to Council expressing concerns with traffic speeds and road safety in his street. He referred copies of his correspondence to NSW Police and the Roads & Maritime Services.

 

Mr Ioia’s concerns with traffic speeds and use of Park Avenue by a Transdev bus accessing Roseville Public School, were considered as a late item, in General Discussion at the KTC meeting on 27 June 2013.  Part of Mr Ioia’s concerns relate to the operation of signals on Boundary Street at Archbold Road and at Babbage Road at Addison Avenue.

 

At the meeting, the Committee was informed of traffic speed and volume data obtained during 2013.  The counts showed:

The Committee acknowledged that recorded speeds are excessive and discussed Police enforcement and other options.  It noted that current ranking of Park Avenue does not give the street a high priority for traffic management works, but considered that some action should be taken to address speeding. It requested Council staff investigate line marking options for both Park Avenue and Earl Street.

 

The Representative of LAC North Shore informed the Committee that Police patrols will be undertaken in Park Avenue and nearby streets.

 

At the meeting, the Representative of RMS informed the Committee that consideration has been given to Mr Ioia’s request for changes to the phasing of traffic signals at both Boundary Street and Archbold Road, and at Babbage Road and Addison Avenue.  RMS notes the heavy traffic conditions on both Boundary Street and Archbold Road and the queues that form during the morning peak periods.  It does not agree with suggested changes at Boundary Street and Archbold Road and also notes that the signals on Babbage Road at Addison Avenue allow only buses to turn right from Addison Avenue and pedestrians to cross Babbage Road.  Changes are not proposed by RMS at either intersection.

The recorded crash histories for Park Avenue and Earl Street, clear of Archbold Road and Babbage Avenue, for the most recent five year period of January 2008 to December 2012, inclusive, shows:

The collision history for either Park Avenue or Earl Street , is not excessive and neither have a high priority for traffic management works under Council’s priority ranking system.  Funds for works are therefore unlikely to be available from Council.

 

Excessive traffic speeds were indicated in the June 2013 counts.  Recent count data, together with data obtained earlier in 2013, shows;

Clearly speeds in both Park Avenue and Earl Street is an issue.  It should be noted that counts in both Park Avenue and Earl Street, west of Moore Avenue, were taken on down slopes for eastbound traffic; the predominant movement.

 

Police feedback on patrols undertaken in nearby streets since June 2013, if this information is available, would be appreciated.

 

As requested at the earlier meeting, line marking options have been considered for both Park Avenue and Earl Street/Moore Street as shown in Plan No. Park-Earl-Moore/KTC/11/13

(see Attachment 1).  Under the proposal, line marking would narrow travel lanes, encouraging slower travel speeds.  No physical works are proposed to accompany the line marking.

 

The intersection of Park Avenue and Moore Street is prioritised requiring vehicles to stop in Park Avenue, which is the through route.  Signposting is considered adequate.  It is noted that no collisions have been reported at this intersection.

 

Neither Park Avenue nor Earl Street/Moore Street are recognised as cycling routes so impacts on cyclists should be minimal.  In any case, outside the morning peaks, both streets have relatively light traffic volumes.  Addison Avenue is the local recognised cycling connection between Archbold Road and Babbage Road.

 

 

Risk Management

 

There are increased road safety risks with the relatively high speeds recorded in Park Avenue and Earl Street.  Providing additional guidance to motorists addresses safety and risk management considerations.

 

 

Financial Considerations

 

If approved by this Committee, the proposed line marking would be funded by the Traffic Facilities Fund, administered by RMS.  There should be no direct costs to Council, unless physical works are proposed.

 

 

Community Consultation

 

The matter is being considered because of concerns raised by a local resident.  Consultation about the proposed line marking has not been undertaken, as residents will not be directly impacted, in terms of either access or parking.

 

Mr Ioia will be provided access to the report and given the opportunity to address the Committee.

 

 

Internal Consultation

 

Consultation has been undertaken with Strategy in relation to cycle use of roads in the area.  Relevant comments are included in the report.

 

 

Summary

Recommendation:

 

A.      That in view of the excessive speeds detected in Park Avenue and Earl Street, Roseville, and the relatively low collision data for both streets, that the line marking as shown in Plan No. Park-Earl-Moore/KTC/11/13 be approved.

 

B.      That Police be requested to increase their presence in both Park Avenue and Earl Street during morning peak periods, in particular.

 

C.      That traffic speeds and road safety in Park Avenue be monitored over the next 12 months.

 

D.      That Mr Ioia of Park Avenue be informed of Council’s decision.
