background:	Council has received funding from TfNSW under its Road Safety Program to construct a raised wombat crossing on Eastern Road at Hastings Road. This location was initially identified by Council, which then applied for funding from TfNSW.

comments:	Replacing the existing pedestrian refuge with a raised wombat crossing would provide significant safety benefits for the many pedestrians that cross at this point. The crossing would be used to access Turramurra Memorial Park and Karuah Park, as well as nearby bus stops on Eastern Road.

Purpose of Report

To consider a proposal to construct a raised wombat crossing on Eastern Road at Hastings Road, Turramurra.

Background

Council has received funding from TfNSW under its Road Safety Program to replace the existing pedestrian refuge island on Eastern Road at Hastings Road with a raised Wombat crossing. In 2022 Council received a request from a resident to replace the existing pedestrian refuge on Eastern Road with a pedestrian crossing. Concerns were raised that many children cross Eastern Road at this location to access Turramurra Park, and traffic speeds are high.

Pedestrian and traffic volume counts were carried out on Wednesday, 26 October 2022 between 6.30am and 6.30pm. The table below provides a summary of the peak am and pm times for pedestrian activity:

The table shows that the site clearly exceeds the recommended minimum TfNSW requirements for a pedestrian crossing. In November 2022, TfNSW gave in principle support to upgrade the pedestrian refuge to a raised wombat crossing. The in-principle support was subject to TfNSW review and approval of the detailed designs and turning paths, particularly with the left turn movement from Hastings Road for larger vehicles.

Comments

The site is located adjacent to Turramurra Memorial Park, with nearby bus stops on both sides of the road. The existing pedestrian refuge island is regularly used throughout the day to access the park and adjacent bus stops.

Eastern Road is a Regional Road that carries large volumes of traffic. The speed limit along this section of Eastern Road is 60km/h. A raised Wombat crossing would provide a significantly safer crossing point for pedestrians than the existing pedestrian refuge. It would also be effective in controlling traffic speeds along this section of Eastern Road.

The proposed Wombat crossing is shown on the attached Concept Plan – Eastern Rd/KTC/02/25. The proposed crossing would be located 3 metres to the north of the existing pedestrian refuge. This is considered necessary to accommodate left turns from Hastings Road for larger vehicles. This would necessitate the removal of 1 tree on the western side of Eastern Road, located just on the northern side of the existing kerb ramp.

The works would include the removal of the existing pedestrian refuge and chevron line marking. The wombat crossing would be 75mm high with a 6 metre long raised platform to accommodate the buses that travel along this route. Kerb blisters would extend 1.5 metres into the roadway on both sides, to reduce the crossing distance for pedestrians. The existing kerb ramps would be removed and new kerb ramps constructed.

The existing street lighting would need to be upgraded to meet the minimum lighting requirements for a pedestrian crossing, according to AS1158.4. There are currently ‘No Stopping’ restrictions in place along both sides of this section of Eastern Road. Therefore, no on-street parking would be lost as a result of the wombat crossing.

Risk Management

There are no material risks that arise from the recommendation contained in this report. The provision of the proposed raised Wombat Crossing will improve pedestrian safety on site.

Financial Considerations

Funding of $459,425 has been allocated by TfNSW under its Road Safety Program, for the construction of a wombat crossing and street lighting upgrade on Eastern Road at Hastings Road. The project is scheduled for completion before June 2026. The allocated funding from TfNSW is expected to cover the full cost, with no financial contribution required from Council.

Community Consultation

Council has consulted with affected residents, and the proposal has also been listed on Council’s website under Minor Traffic Projects. There was 1 respondent, who agreed with the proposal.

Background

Council has recently received funding from TfNSW under its Road Safety Program to replace the existing pedestrian refuge island outside Ku-ring-gai High School with a raised Wombat Crossing. This followed requests for a pedestrian crossing from the Principal of Ku-ring-gai High School, and from a parent of a student in 2023.

Ku-ring-gai High School is located at the northern end of Bobbin Head Road. This section of Bobbin Head Road carries over 2,000 vehicles per day and is used to access the National Park and Bobbin Head. It also provides access to The Landings, which is a large Seniors Living development. Lady Davidson Private Hospital is located opposite the school. Bobbin Head Road is also heavily used by recreational cyclists to access the National Park. There is currently a pedestrian refuge in front of the school. There are footpaths along both sides of Bobbin Head Road. However, the footpath along the school side of the road ends at the pedestrian refuge.

Pedestrian and vehicle counts were carried out in front of the school on Tuesday, 28 March 2023. The table below is a summary of the results:

The counts show that there are sufficient pedestrian numbers to meet the TfNSW requirements for a formal pedestrian crossing. Most pedestrians at these times were school students.

In late 2023, a report was submitted to the Ku-ring-gai Traffic Committee, (TDA144/23) with a recommendation that a Wombat Crossing be constructed to replace the existing pedestrian refuge on Bobbin Head Road, in front of Ku-ring-gai High School. There was an objection to the proposal due to concerns about cyclists not being required to give way to pedestrians. The original design had a gap between the kerb and the kerb blisters to provide separation from the traffic for cyclists. Concerns were also raised that pedestrian numbers were not sufficient to justify the construction of a Wombat Crossing. After consideration by the Traffic Committee, the proposal was not supported.

A revised proposal, (TDA144/23A) was considered by the Traffic Committee in January 2024. The proposal was for an at-grade pedestrian crossing with kerb blisters. It was proposed to construct kerb blisters on both sides of the road at the crossing. Bobbin Head Road is over 12 metres wide at this location, and the kerb blisters would narrow the effective road width that pedestrians need to cross. This would still allow a 1.5-metre-wide bike lane through the crossing in both directions. Additionally, new kerb ramps would need to be constructed.

This proposal was also not supported by one of the Committee’s voting members on the grounds that it was not cost effective to remove the existing kerb blisters, and the location of the new crossing was slightly offset from the main school gate. Concerns were also raised about conflict between cyclists and motor vehicles.

Council’s Manager Traffic & Transport then wrote to the voting members of the Traffic Committee. This was to inform them of the objections, and to provide a technical response to the objection. It was noted that it would not be feasible to retain the pedestrian refuge if a pedestrian crossing was installed. The gap between the 2 refuge islands is 3.0 metres, while the minimum width requirement for a pedestrian crossing is 3.6 metres. Removing 0.3 metres from each of the islands to create a 3.6 metre gap is not feasible, as it would reduce the length of the islands to less than the minimum requirement of 6 metres.

Pedestrian refuges are not considered suitable outside of high schools, as students tend to cross the road in groups, and there is insufficient space for large numbers of students to wait in the middle of the road. The proposed crossing would only be offset by 3 metres from the front school gate. This is not considered to be away from the pedestrian desire line.

The representative for the Police agreed with and supported the proposed crossing. The member objected to the proposal requested that the matter be discussed at a Traffic Committee Meeting.

The representative for TfNSW supported the proposal. They noted that, as it is within a School Zone, a marked pedestrian crossing would provide greater safety benefits for students at this location. They also recommended that Council reconsider the option of a raised pedestrian crossing at this location, as per the original proposal.

In March 2024 another report, (TDA45/24) recommending a raised pedestrian crossing, (Wombat Crossing) was considered by the voting members of the Traffic Committee. The proposed raised crossing differed from the original proposal, as the kerb blisters would extend out 1.35 metres from the face of the kerb. This would allow a 1.5 metre bike lane with an adjacent 3.25 metre travel lane in each direction.

The member previously objected to the proposal did not support again, expressing concerns that a raised crossing was unnecessary at this location and that an at-grade crossing would be sufficient. After further consideration by the Traffic Committee, the proposal was once again not supported.

Comments

As Council has been successful in gaining funding for a Wombat Crossing, it is again proposed that a Wombat Crossing be constructed on Bobbin Head Road, as shown on the attached Plan Bobbin Hd/TDA/138/24. This proposal clearly has the support of TfNSW and Police and will provide a safer crossing point for school students. The crossing will slow traffic in front of the school, which will also provide safety benefits for the many cyclists that ride along this section of Bobbin Head Road.

The kerb blisters would reduce the crossing length for pedestrians, while the raised crossing would slow traffic, thereby improving safety for pedestrians. The bike lanes and travel lanes are sufficiently wide to minimise conflict between cyclists and motorists.

As Bobbin Head Road lies on a bus route, the crossing would be raised to a height of 75mm. As with the previous proposals, the existing street lighting would need to be upgraded to meet the requirements of AS1158.4. There would be some minor adjustments to the ‘No Stopping’ restrictions on the western side of Bobbin Head Road. However, there would be no overall loss of on-street parking spaces.

There are no significant site constraints. This section of Bobbin Head Road is straight and relatively flat, with good visibility of approaching traffic in both directions. No stormwater or service pits appear to be present near the site. A tree on the eastern side is located just over three metres from the edge of the proposed kerb ramp and should not be affected by the proposed works.

A detailed design will be prepared for final approval from TfNSW prior to construction.

Risk Management

There are no material risks that arise from the recommendation contained in this report. Provision of the proposed raised Wombat Crossing will improve the pedestrian safety at the site.

Financial Considerations

Council has received $506,575 in funding from the State Government under the TfNSW Road Safety Program to construct a Wombat Crossing. The project is scheduled for completion before June 2026. The allocated funding from TfNSW is expected to cover the full cost, with no financial contribution required from Council.

Community Consultation

The nearest residential property is over 70 metres from the site of the proposed wombat crossing. The main entrance to Lady Davidson Hospital is located to the south of the proposed wombat crossing, ensuring no impact on hospital access. Therefore, consultation was deemed unnecessary. Ku-ring-gai High School initially requested for this facility, so both the school and Lady Davidson Hospital will be notified of the proposal.

Purpose of Report

To consider a proposal to construct a raised Wombat Crossing on Bobbin Head Road, south of Selwyn Street, Pymble.

Background

Council has received a request from the Principal of Northside Montessori School to replace the existing pedestrian refuge on Bobbin Head Road with a pedestrian crossing. The school caters for students from kindergarten to year 12. Many students are unable to safely cross Bobbin Head Road at the pedestrian refuge. This deters many parents from allowing their children to walk or ride to school.

Northside Montessori School is located on Bobbin Head Road, opposite the intersection with Selwyn Street. There is an existing pedestrian refuge approximately 40 metres to the south of the intersection. The pedestrian refuge is unable to cater for multiple pedestrians crossing the road at the same time, which often occurs at crossings near schools.

Pedestrian counts were carried out on Bobbin Head Road in the vicinity of Northside Montessori School on Tuesday 27 November 2024. The table below provides a summary of the counts;

The table shows that the site clearly meets the minimum requirement for a pedestrian crossing, as recommended by TfNSW. It also shows that large volumes of traffic travel along this section of Bobbin Head Road during these times, making it difficult to find gaps in the traffic for pedestrians to cross.

Comments

A Wombat Crossing at the site of the existing pedestrian refuge would greatly improve safety for pedestrians crossing Bobbin Head Road. It would also be more effective in reducing traffic speeds in front of the school than an at-grade crossing.

It is proposed that the existing pedestrian refuge be removed and a raised Wombat Crossing be constructed at this location, subject to available funding. The proposed works would also require an upgrade of the street lighting.to comply with the current standards for lighting of a pedestrian crossing. As Bobbin Head Road is used by buses, the wombat crossing platform would be at a reduced height of 75mm. The proposed changes are shown on the attached Plan No. Bobbin/KTC/02/25.

The site of the proposed crossing is approximately 400 metres from the entrance to Sacred Heart Primary School. Students of Sacred Heart Primary School would also benefit from the construction of a Wombat Crossing. If the proposal is approved, Council will seek TfNSW funding under its Get NSW Active Program.

Risk Management

There are no material risks that arise from the recommendation contained in this report. The provision of the proposed raised Wombat Crossing will improve pedestrian safety on site.

Financial Considerations

This project is currently unfunded. If approved, Council will seek funding from TfNSW under its Get NSW Active Program FY 26/27.

Community Consultation

Affected residents were consulted for their views on the proposal, and the proposal was also listed on Council’s website, under Minor Traffic Proposals. There were 3 responses, with 1 directly affected resident, and 2 from outside Pymble. All 3 respondents supported the proposal.

Summary

The existing pedestrian refuge on Bobbin Head Road no longer meets the needs of pedestrians wishing to access Northside Montessori School and Sacred Heart Primary School. A raised wombat crossing would provide a safer crossing point for school students and their parents. This would encourage more students to walk to school, as an alternative to being driven.

Recommendation:

A. That, subject to available funding, the existing pedestrian refuge island outside Northside Montessori School on Bobbin Head Road, Pymble, be replaced with a raised Wombat crossing.

Council has received multiple requests for a pedestrian crossing on Mudies Road at Memorial Avenue.

comments:	Large numbers of pedestrians have been found to cross at the intersection. Many of them are school students and their parents walking to and from St Ives North High School.

recommendation:	That the existing pedestrian refuge island on eastern leg of Mudies Road at Memorial Avenue, St Ives be replaced with a raised Wombat crossing, subject to the approval of the detailed design by TfNSW.

Purpose of Report

To consider a proposal to construct a raised wombat crossing on Mudies Road at Memorial Avenue, St Ives.

Background

Council has received funding from TfNSW under its Road Safety Program, to replace the existing pedestrian refuge on Mudies Road at Memorial Avenue roundabout with a pedestrian crossing. Council has received numerous complaints from parents of children attending St Ives North Public School about pedestrian safety when crossing Mudies Road at the Memorial Avenue roundabout. The intersection is within 200 metres of St Ives North Primary School, and many parents and students cross here to access the school.

There is a roundabout at the intersection of Memorial Avenue and Mudies Road. An existing pedestrian refuge on the eastern leg of Mudies Road allows pedestrians to cross the road in 2 stages. However, the pedestrian refuge is not considered sufficient to cater for the number of pedestrians crossing Mudies Road during school am and pm peak periods.

Traffic and pedestrian volume counts were undertaken on Mudies Road at Memorial Avenue in June 2022. The table below gives a summary of the counts:

The counts show that the site easily meets the TfNSW requirements for a pedestrian crossing. It would have met the old warrants for a pedestrian crossing, which were far more onerous and required a P*V of over 60,000.

Due to limited funding at the time, a proposal for an at-grade pedestrian crossing on Mudies Road was considered by the Ku-ring-gai Traffic Committee, (TDA97/23). This was approved under Delegated Authority in December 2023.

The street lighting was upgraded at the site of the proposed crossing in early 2024, in anticipation of its construction.

Comments

With the additional funding now available, it is proposed that a raised wombat crossing be constructed instead of an at-grade crossing. This justified by the large numbers of pedestrians that cross here, and the moderate traffic volumes.

The proposed wombat crossing is shown on the attached Plan No. Concept Plan – Mudies Rd/KTC/02/25. The works would require the removal of the existing pedestrian refuge and adjacent kerb ramps. The wombat crossing would be set back approximately 9 metres from the holding line at the roundabout, so that a vehicle waiting for pedestrians to cross would not block traffic in the roundabout.

Because it is on a bus route, the raised platform of the wombat crossing would be 6 metres long and 75mm high. New sections of footpath would need to be constructed to connect the existing footpath to the crossing, via gutter bridges. Type 1 fencing is proposed on the southern kerb, to ensure pedestrians cross at the wombat crossing.

Risk Management

There are no material risks that arise from the recommendation contained in this report. The provision of the proposed raised Wombat Crossing will improve pedestrian safety at the site.

Financial Considerations

Council has received $226,870 funding from the State Government under the TfNSW Get NSW Active Program to construct a pedestrian crossing on Mudies Road at Memorial Avenue roundabout and upgrade the street lighting at the site. The project is scheduled for completion before June 2025. The allocated funding from TfNSW is expected to cover the full cost, with no financial contribution required from Council.

Community Consultation

Council has consulted with affected residents, and the proposal has also been listed on Council’s website under the section of ‘Minor Traffic Proposals’. There was 1 respondent, who was in agreement with the proposed Wombat crossing.

Council has received TfNSW funding under its Road Safety Program. Many school students attending St Ives North Public School and their parents use this crossing when walking to and from the school. It is proposed that a wombat crossing be constructed on Mudies Road at Memorial Avenue to replace the existing pedestrian refuge.

The Principal of St Ives High School requested a safe crossing facility on Hunter Avenue to assist students attending sports activities at Barra Brui Oval.

Purpose of Report

To consider a proposal to install a raised Wombat Crossing on Hunter Avenue at Yarrabung Road, St Ives.

Background

Council has received funding from Transport for NSW under its Get NSW Active Program to construct a Wombat Crossing on Hunter Avenue. The pedestrian crossing was proposed following concerns raised by staff from St Ives High School about pedestrian safety in the vicinity of the school. Council has also received numerous requests from parents of students who attend St Ives High School for a pedestrian crossing along this section of Hunter Avenue. Students often have to cross Hunter Avenue for sport activities at Barra Brui Oval.

Pedestrian and vehicle counts carried out in 2021 show that Hunter Avenue meets the revised TfNSW warrants for pedestrian crossings. The pedestrian desire line for school students to walk to Barra Brui Oval is to cross Hunter Avenue just to the west of Yarrabung Road. However, the nature strip on the southern side is too narrow to accommodate a kerb ramp.

In 2021 Council approved the construction of a mid-block pedestrian refuge on Hunter Avenue, between Horace Street and Yarrabung Road (TDA99/21). At the time that TDA99/21 was approved, the site did not meet the old RMS warrants for a pedestrian crossing.

In 2022 Council proposed an at-grade pedestrian crossing on Hunter Avenue, immediately to the east of Yarrabung Road. This new site was considered to be slightly closer to the pedestrian desire line than the original mid-block proposal. However, it is in a slight dip in the road. Although the minimum sight distance requirements for a pedestrian crossing are just met at this location, there are other locations along Yarrabung Road with better visibility. Council also received multiple objections to this proposal from the resident on the corner of Yarrabung Road and Hunter Avenue.

In 2023 Council proposed that a Wombat Crossing be constructed at the originally proposed mid-block site, (TDA52/23). However, during the detailed design stage it was found that it would be difficult and very expensive to construct a ramp on the northern side of Hunter Avenue that would meet the grade requirements.

Comments

Further investigations were carried out, and it was found that a Wombat Crossing could be constructed on the pedestrian desire line just to the west of Yarrabung Road. This could be achieved by widening the kerb on the southern side of Hunter Avenue, which would provide sufficient width to construct a 1.8 metre wide footpath adjacent to the crossing.

The kerb widening would narrow the crossing width to 6.5 metres, thereby reducing the crossing distance for pedestrians. A new section of footpath would be constructed on the northern side of Hunter Avenue to connect to the existing footpath.

The works will also include an upgrade of the street lighting at the site of the crossing, in order to meet the current Australian Standards requirements (AS1158.4) for lighting of a pedestrian crossing. The proposed changes are shown on the attached Concept Plan 2022-005.

Council has liaised with TfNSW regarding the Concept Design for the crossing. TfNSW raised concerns about turning paths for buses at the intersection. Council provided swept path diagrams for TfNSW to review. It was noted that while the turning paths are not ideal, they are an improvement over the existing situation. Therefore, TfNSW did not object to the Concept Design.

Risk Management

There are no material risks that arise from the recommendation contained in this report. The provision of the proposed raised Wombat Crossing will improve pedestrian safety on site.

Financial Considerations

Council initially received a grant of $128,403 from TfNSW in FY 22/23 to construct a pedestrian crossing on Hunter Avenue. Following a cost and time variation request, TfNSW approved an additional $69,730 in funding and extended the project deadline to June 2025. This brings TfNSW’s total contribution to $198,133, with Council committing to cover any additional costs needed for project completion. Additionally, due to delays in Ausgrid’s approval of street lighting upgrades, Council may seek TfNSW’s approval to roll over the funding to FY 25/26.

Community Consultation

Council has consulted with affected residents, as well as listing the proposal online on Council’s website. Of the 9 affected properties consulted, there was one response in agreement with the proposal. Council has also received agreement to the proposal from the Principal of St Ives High School.

Purpose of Report

To consider a proposal to construct a raised Wombat Crossing on Margaret Street at Archbold Road, Roseville.

Background

Council has received funding from TfNSW under its Road Safety Program to construct a raised wombat crossing, including a street lighting upgrade on Margaret Street at Archbold Road. A request was received from a parent of a child attending Roseville Public School for a pedestrian crossing on Margaret Street. This followed a near-miss incident in August 2023 when a vehicle turning right into Margaret Street nearly hit a school student crossing the road. Council has also received correspondence from the Chair of the School Council at Roseville Public School, requesting a pedestrian crossing on Margaret Street following this incident.

Pedestrian counts were carried out on Margaret Street at Archbold Road on Tuesday 24 October 2023. The table below is a summary of the results:

The counts show that the site easily meets the requirements of the TfNSW Guidelines for a pedestrian crossing.

In late 2023 a proposal for an at-grade pedestrian crossing on Margaret Street was considered by the Ku-ring-gai Traffic Committee, (TDA122/23). However, the proposed crossing was not submitted for approval, as agreement could not be reached on the most suitable location or alignment.

Comments

Margaret Street is a dead-end street which runs off Archbold Road. The intersection of Margaret Street and Archbold Road is less than 100 metres from Roseville Public School. The Roseville School catchment extends into Willoughby Council LGA to the south of Boundary Street. Therefore, many of the students walking to and from school need to cross Margaret Street.

Archbold Road is a busy 4-lane Regional Road that carries over 25,000 vehicles per day. Due to the heavy traffic volumes, opportunities for motorists to turn right into Margaret Street can be limited at peak times. Therefore, it is possible that some motorists turning right may not notice that pedestrians are crossing Margaret Street until after they have started turning.

A pedestrian crossing in Margaret Street would need to be set back a minimum of 6 metres from the intersection. This allows a vehicle turning into Margaret Street to stop and wait for pedestrians to cross, without blocking through traffic on Archbold Road. Council would be reluctant to move the crossing back further than 6 metres, as it would move the crossing too far from the pedestrian desire line.

Margaret Street meets Archbold Road at an offset angle, 70 degrees on the northern kerb and 73 degrees on the southern kerb. The pedestrian crossing would need to be perpendicular to the kerb on Margaret Street. The southern kerb is slightly closer to perpendicular; therefore it is proposed that the crossing runs perpendicular to the southern kerb. In order to achieve this, the crossing would be set back considerably further from the intersection on the northern side. This means that the crossing is set back 6 metres from Archbold Road on the southern side, and approximately 9 metres on the northern side.

The proposed crossing is shown on the attached Plan No. Concept Plan – Margaret St/KTC/02/25. The works would require the installation of new streetlights to meet the requirements of AS1158.4. New footpaths would be constructed to connect the existing footpath to the crossing. Gutter bridges would be used instead of kerb ramps. This is to minimise excavation near existing trees. However, it is possible that the tree on the northern side may need to be removed.

Kerb blisters would be constructed to reduce the crossing distance for pedestrians. In order to meet the minimum ‘No Stopping’ requirements for the crossing, 2 on-street parking spaces would be lost from both the northern and southern sides of the street. However, there is plenty of unrestricted parking available in the street, and the demand for on-street parking generally appears to be low.

Risk Management

There are no material risks that arise from the recommendation contained in this report. The provision of the proposed raised Wombat Crossing will improve pedestrian safety at the site.

Financial Considerations

Council has received $485,375 in funding from the State Government under the TfNSW Road Safety Program to construct a Wombat Crossing. The project is scheduled for completion before June 2026. The allocated funding from TfNSW is expected to cover the full cost, with no financial contribution required from Council.

Community Consultation

Council has consulted with the affected residents, and the proposal has also been listed on Council’s website under Minor Traffic Projects. Council received responses from 3 residents, and their objections are summarised below, followed by a Council response (in Italics).

· Increased traffic congestion in Margaret Street during school peak times, as a result of the crossing. – The crossing would cause minimal delays for vehicles entering and exiting Margaret Street. The traffic congestion occurs on Archbold Road during the peak times, and not on Margaret Street.

· The wombat crossing would create a false sense of security for children crossing the road. - The raised crossing will provide a safe crossing point, as it is highly visible, and motorists are required to give way to pedestrians using the crossing. If a wombat crossing was constructed, then Roseville Public School may be able to apply for a crossing supervisor.

· The proximity of the proposed crossing to the intersection would give drivers turning into the street a very short stopping distance. This could increase the risk of sudden braking and potential accidents. - The crossing is set back approximately 8 metres from the intersection on the entry side, which allows space for 1 vehicle to queue when turning into Margaret Street. The concerns raised here highlight the danger of the existing situation for students crossing Margaret Street.

· The real problem is unsupervised children crossing the road. - Again, this highlights the need for a raised pedestrian crossing where pedestrians have right of way. This would allow students to safely cross the road. Over 100 pedestrians per hour cross Margaret Street during school am and pm peak times, which shows that a pedestrian crossing is needed.

· Light pollution and noise pollution for adjacent residents. - The lighting will be directed towards the crossing and any spill will be minimised. Any additional noise would be concentrated to brief periods during the morning and afternoon peak. However, any additional noise would be minimal in comparison to the existing traffic noise on Archbold Road.

· Loss of kerbside parking on Margaret Street. - The demand for parking on Margaret Street during the day is relatively low, and there is plenty of available on-street parking in Margaret Street.

Summary

Council has received funding from TfNSW under its Road Safety Program to construct a wombat crossing and upgrade the street lighting. Many school children and their parents cross Margaret Street at Archbold Road. Despite objections received from the directly affected residents, Council believes that the broader community, particularly school children and their families, would benefit from improved safety and accessibility. As a result, Council intends to proceed with the installation of the Wombat crossing in Margaret Street at Archbold Road.

comments:	Robert Street carries moderate traffic volumes, and significant numbers of pedestrians cross Robert Street. A raised wombat crossing is considered necessary to ensure adequate pedestrian safety.

Purpose of Report

To consider a proposal to construct a raised Wombat Crossing on Robert Street at Werona Avenue, Gordon.

Background

Council has recently received funding from TfNSW under its Road Safety Program to construct a pedestrian crossing on Robert Street at Werona Avenue. In early 2023 Council received a request from the State Member for Wahroonga on behalf of a resident for a pedestrian crossing at this location.

Intersection counts were carried out at the site on Wednesday, 8 February 2023. The table below summarises the results:

The table shows that pedestrian numbers on Robert Street easily meet the minimum TfNSW requirement for a pedestrian crossing. A proposal for an at-grade pedestrian crossing on Robert Street was considered by the Ku-ring-gai Traffic Committee in early 2023, (TDA19/23). In April 2023, the proposed crossing was approved, subject to available funding.

Comments

The western end of Robert Street meets with Werona Avenue opposite the entrance to Gordon Railway Station. There is a raised pedestrian (Wombat) crossing on the northern leg of Werona Avenue at this intersection. There is a high degree of pedestrian activity at this intersection, as there is a café on the corner and a bus interchange in front of the station on Werona Avenue. Traffic volumes are at moderate levels on Robert Street, which can make it difficult to cross Robert Street during peak periods.

Robert Street meets Werona Avenue at angle of approximately 78 degrees, meaning it is offset from perpendicular by 12 degrees. The crossing would need to run perpendicular to Robert Street, which means that the crossing on the northern side will be set back slightly further from the intersection than the southern side.

A raised Wombat Crossing is considered appropriate for this site, due to the significant pedestrian numbers and moderate traffic volumes. It would also be in keeping with the surrounding streetscape, as there is a Wombat Crossing on Werona Avenue at the intersection. A raised crossing would give a higher level of pedestrian protection than an at-grade crossing.

It is proposed that a wombat crossing be constructed, as shown on the attached Plan No. Concept Plan – Robert St/KTC/02/25. The works would require the installation of new streetlights to meet the requirements of AS1158.4. Kerb blisters are proposed on the northern side of the crossing, to reduce the crossing distance for pedestrians.

The proposed changes will not impact the on-street parking on the southern side of Werona Avenue. However, the ‘No Stopping’ restrictions on the northern side must be extended by 8 metres to meet the requirements for a pedestrian crossing. This adjustment will leave approximately 15 metres of available parking before the next driveway—too short for three spaces but too long for only two. To optimise the space, the 3 metres closest to the ‘No Stopping’ sign will be designated for motorbike parking.

Consequently, there will be a loss of two car parking spaces in the ½ P time-restricted area. The recent consultation showed that there was considerable opposition to the proposed works, mainly due to the loss of on-street parking.

To mitigate this impact, it is proposed that 1/2P restrictions be introduced for 2 vehicles on Werona Avenue, south of Robert Street. This area is currently signposted as ‘No Parking’. A recent reduction in the speed limit to 40km/h on this section of Werona Avenue has reduced the minimum sight distance requirements. It was found that if 2 parking spaces were created, there would be sufficient sight distance for motorists turning right from Robert Street, and for vehicles exiting the driveway to the units at 69 Werona Avenue.

In addition, the ½ P restrictions will be extended by one car space up to the driveway of #2 Robert Street, resulting in a net gain of one car parking space.

Risk Management

There are no material risks that arise from the recommendation contained in this report. The provision of the proposed raised Wombat Crossing will improve pedestrian safety at the site.

Financial Considerations

Council has received $274,445 funding from the State Government under the TfNSW Federal Road Safety Program to construct a pedestrian crossing on Robert Street at Werona Avenue and upgrade the street lighting at the site. The project is scheduled for completion before June 2026. The allocated funding from TfNSW is expected to cover the full cost, with no financial contribution required from Council.

Community Consultation

Council has consulted with affected residents and businesses, and the proposal has also been listed on Council’s website under Minor Traffic Projects. Council received 15 responses, with 3 in support of the crossing, and 12 opposed. Below is a summary of the reasons for objecting to the proposal, with Council’s comments in italics.

· Loss of on-street parking due to crossing (9 responses) – Council has amended the Plan to include 2 x ½ P parking spaces on Werona Avenue, south of Robert Street. A 3^rd ½ P space is proposed outside #2 Robert Street, which gives a net gain of 1 on-street short-term parking space.

· Difficult to turn right from Robert Street into Werona Avenue during peak times as there will be 2 crossings (1 response) – The proposed crossing is set back one car length from the intersection, and therefore won’t interfere with turning movements.

· Crossing will cause stormwater blockage (2 responses) – There will be gutter bridges linking the footpath to the crossing on either side. This will allow water to flow along the gutter.

· The crossing would be located away from the pedestrian desire line (1 response) – The proposed crossing would be located 3-4 metres from the existing kerb ramps. This is a minimal distance, and is not considered to be away from the pedestrian desire line.

· The crossing will present a trip hazard due to a gap between the kerb and the crossing (1 response) – There are gutter bridges proposed on both sides of the crossing, so there would be no gap between the kerb and the crossing.

Summary

Many pedestrians cross Robert Street at Werona Avenue, due to its proximity to Gordon Railway Station. Traffic volumes on Robert Street are moderate. A Wombat Crossing is considered necessary to ensure adequate pedestrian safety when crossing Robert Street. Residents’ and businesses’ concerns about the loss of short-term parking in the vicinity have been addressed with a net gain of one on-street short-term parking space.

Recommendation:

That a Wombat crossing, along with an upgrade of the existing street lighting, be constructed on Robert Street at Werona Avenue, subject to TfNSW approval of the detailed design.
